19. Voucher 2. Cash advanced to Outstatione. 81,325.00.

This sum represents petty cash advances to Police Stations to pay for Incidentals. Each station has a fixed advance. Vouchers are sent in monthly to cover expenses incurred and the amount is transmitted to the Station to bring the edvence up to the authorised emount in each case.

This sum represents advances of salaries to Police Officere. chiefly Chinese, also cash advances made by Accountant for small incidental departmental expenses. I can find no special authority given to the Captein Superintendent of Police to make such advances but such authority must have existed as the practice was in vogue long before the present Accountant received his appointment in 1915. I personally cut these advances down excepting during the rice troubles when I made liberal advances of salary to Chinese Police to tide them over their difficulties. I now find, however, from a perusal of the advance forms, which I always initialled when sanctioned that a number were granted, unknown to me by the Assistent uperintendent of Police (Hr. Perdue) as a result of some misrepresentation. Further the Accountant himself made a considerable number of private advances without my sanction and unknown to me which he recovered each month. The menos. referring to them have only come to light since he absconded. The advances include secret service payments of rewards which in certain cases must be paid forthwith. All advances

excepting secret service advances have now been stopped. 21. Voucher 4. Outstanding Advances recoverable. $214.00.

The explanation is the same as in 20 except that these

re-payments are instalments of advances authorised by the Captain Superintendent of Police.
